Hooligan Media is an ad exchange network that their ads looks like Google ads and AdSense but with different of ad networks and technology that makes them all compete for each ad impression.

Hooligan Media was Located Russia and relocated to Germany (Berlin) to unblock payments which is already a red flag since they pretend to be located in the US (April and Now On Usa New York). This was said by a publisher in a review but Hooligan Media denied the fact.
